Then we put the tissue in first and then the clothes but the residues undissolved sheet stuck to the side of the washer so there was some maintenance to have them removed. Originally we put them on top of the clothes but that didn't do well and some of the material from the sheet stuck on the clothes. We simply lay them in the "liquids" tray. We use a top load HE washer and those strips are a third of the original sheet or tissue size. We take the sheets and cut them into thirds with the kitchen knife on our cutting board.
